EGR Valve?
If you look at the diagram there are two VSV's. The California car has an additional VSV that operates the fuel pressure regulator. This regulator changes the fuel pressure at engine start up.
You want the VSV that attaches via hoses between the EGR valve and EGR modulator.
Resistance between VSV electrical terminals should be 33-39 ohm and no continuity between any terminal and the external metal part of the valve (no shorts to ground).
When VSV is not powered, air should flow between the two hose ports of the valve.
When powered, air should flow between the filter (looks like a plastic barrel) and the hose port closest to the filter.
I suppose if only the EGR VSV is bad, you don't need to buy the dual VSV replacement as listed item in parts catalogs. Buy one VSV and jury rig it to the mounting plate as a replacement.

update: I changed the timing belt on this car about a month ago. I had the battery disconnected. Since I have had the battery connected, the CEL has not come back on. Here in Phx, you can take your car thru emissions 3 mos early if you want to. I wanted to do it before the CEL came back on again, just in case.
It failed for high NOx. 2.0 is allowed & I got 2.29. I kinda expected this because I was just under 2.0 the previous times.
So my question is:
1. would SeaFoam sucked thru the brake booster vacuum line be enough to clear EGR valve? Or would it not even go thru there?
2. Anyway to bypass the EGR & still pass and get below 2.0 reading?
3. Any other ideas? Im just trying to avoid removing EGR valve.

update: I took the car to a shop down the street who I have talked about this issue with. He moved a hoe off of the vacuum modulator to the egr valve. I then moved the hoses around so it was less obvious as to what they did. I then ran it thru. It passed...barely, but it passed. Im allowed 2.0 & it went thru with 1.90. Im not sure if the hose switch worked, but either way, Im happy...
