Default hydraulic cooling fan

i have a 93 camry 3.0 and i have 10.5 volts going to the coolant temp sensor.needless to say it won't start. at the data link connector when i jump the terminals E1 and OP1 the fan does not run. at the cooling fan ecu plug when i go from terminal 1 to ground it should be battery voltage but i have none. at terminal 5 to ground i have continuity with the throttle open or closed. at terminal 8 it operates as it should with the ac pressure switch. the resistance between terminals 2 and 3 is ok. i have cleaned up the ground wires and replaced the ecu with one from junk yard off a working car, any help is greatly appriciated.
