Check the coolant temp sensor in the radiator, it may be diffective.
The fan is also wired to come on if the sensor electrical plug comes off or a wire breaks.
The AutoZone website at www.autozone.com should have a wiring diagram for this car and info on the fan cooling system.

Finally got the car to our mechanic. He found that the AC High Pressure switch was bad. That was causing the fans to think the car was hot and causing the a/c compressor to not function properly so we were getting no defrosting of the windows. He, in my opinion, is very good. The bill for that diagnosis and for the part and recharging the a/c system was $193.00. Seemed reasonable to me.
