Do the daytime running lights work?

Can you clarify "or after you turn off the vehicle for the exit the car light?"

Yes the low beams work, if I pull back on the lever high beams light up (temporarily) until I let the lever go back to the low beam position. while they are on the high beam indicator comes on. I believe they call that the pass to flash or the signal for oncoming drivers to dim their brights. However when the lever is pressed forward to hi beam position, the high beams are not on. When I turn off the car and exit it, the high beams come on again so as you can see to walk to door or whatever. stays on for 30 seconds or until you lock the car.

If the high beams work with the momentary toggle switch switch then might be the light switch that turns them on/off. The toggle switch just bypasses the on/off switch.
