Default no high beams in 95 toyota camry - need repair advice

I've got no high beams on my beloved 95 Camry LE V6. More precisely:
If headlight switch is off and I pull back the turn signal lever to flash the high beams, the low beams come on. When I push the lever forward to high beams ON, nothing happens.
If headlight switch is set to just parking lights and I pull back the lever to flash the high beams, the low beams come on. When I push the lever forward to high beams ON, nothing happens.
If the headlight switch is ON, the low beams are on. When I pull back the lever to flash the high beams, nothing happens. When I push the lever forward to high beams ON, nothing happens.

Under no circumstances does the blue high beam indicator on the dashboard ever come on while trying any of these things.

Can someone help me figure out what to fix? I've got the covers off the steering column but I don't see any way to swap out switches or parts without pulling the steering wheel off.

I believe the car was manufactured in the US (in Kentucky, if I'm not mistaken) and I live in California.

I'm not sure what you mean by 'automatic turnoff or manual?'

Automatic turns the lights off after a minute or so.
