i'd check your thermostat first. if it doesn't open, water near the bottom of your radiator wont heat up the sensor that tells your fan to turn on. if it still doesn't turn on after it gets warm enough check/replace the sensor. the sensor is located on the bottom left hand corner of your radiator if your facing the car looking into the engine bay.
