94 Camry ABS light

94 Camry ABS light
94 Camry, 4 cyl, auto, 156,000 mi. For a long time, ABS always engaged on dry pavement decelerating through 10 MPH. Occasionally, ABS light came on and ABS did not engage at 10 MPH. Apparently, with ABS light on, ABS not functioning. With ABS light, if restarted car, ABS light usually went away.
Recently, ABS light stays on most of the time and won't go away upon restart. Thank you for any help.

If the ABS light is on the system is turned off.
The ABS system has a self diagnostic system. Access as follows:
Inside the engine compartment is small plastic box labeled Diagnostic. Look on the passenger or drivers strut tower. Inside the box are electrical terminals.
Turn on ign switch.
Connect the E1 and Tc terminals with a section of electrical wire or paper clip.
If any codes are stored the ABS light will flash out a two numeral code one numeral at a time. Example 2 flashes, pause, 1 flash pause = code 21.
If more then one code they will be outputted from lowest to highest number.
After output the codes will repeat.
If no codes are stored the ABS light will flash at a steady rate.
Check for codes and post back.

I didn't see a box marked diagnostic. There is the pictured ABS box near the passenger strut. I completely loosened the three torx screws in the picture, but cover seems to be held down on the opposite side. I cannot see any screws on opposite side. I'm not off to a good start here. Is this correct box? Thanks.

It is the box for the ABS but not the right box.
