Tire Noise Bushings?

Default Tire Noise Bushings?

I'm sure this has been asked and i've looked in the topics, but couldn't find anything relative though.

98 Camry 4cyl automatic with 169,000 miles.
Oil is changed every 3000-4000 miles. I do need some new tires soon.

I just replaced the sway bar bushings in the front thinking that it would fix the noise whenever I drive over some rough spots in the road. The front right bushing was oil soaked looked like. It was about 2x the size of the replacement. The problem is the noise is still present, but not as loud. I've not replaced the back ones yet. The noise is like hard plastic or something(rubber) that is rubbing against each other.

Any thoughts if I should try and replace the back bushings and aything else in the front? The most noise seems like it's coming from the front passenger side.
