99 Camry - "Always on" power outlet/cigarette lighter

99 Camry - "Always on" power outlet/cigarette lighter
I have a 99 Camry CE and I would like to get my power outlet and/or cigarette lighter to be "always on" so I can charge my cell phone while I'm not in my car.
The power outlet and cigarette lighter each have their own 15A fuses located in the interior driver side fuse box.
Anybody that has done this, I need some good instructions.
