Default Weird A/C problem 2000 LE V6

I just had a 2000 V6 Camry LE given to me and it has some issues with the A/C, including needing a blower motor resistor (which I can put in, not an issue) and the real problem, it only blows cold when I'm driving but when I'm stopped or in traffic it blows warm (outside air, I'm assuming, since it's summer and ridiculously hot.) I've done some research and the only reason I've found for something like this that I haven't ruled out is that the condenser is not being properly cooled, usually because of malfunctioning fans. Freon and coolant levels are good.

My questions are:
Are the two fans behind the radiator the only ones that could cause this problem? Because they are both running fine.

Are there any other things I can look for that might cause this problem other than the fans?

How difficult will whatever repairs needed be to DIY? I'm starting school this fall and have a 9 month old baby, all while being laid off, so money is of the essence and I'm not about to blow it on labor costs if I can do it myself. I'm not a total idiot when it comes to cars but I know enough for small repairs.
