2009 Camry LE .....Latch on deck behind rear seat?

Question 2009 Camry LE .....Latch on deck behind rear seat?

Just inherited 2009 Camry LE from family member. Really nice car and getting to know it. There is a flat latch in the middle of the deck behind the rear seats, I can lift the cover up but don't want to mess with something when I don't know what will happen if I pull something. I have the original owners manual but nothing in there. Rear seats have arm rest in the middle but can't find a way to pull it down....is that what the latch is for?

This is all related to trying to find a way to clean the inside of the rear window. There are spots all over it and with the headrests back there I would have to be a contortionist to get to the window. I thought cleaning it would be a piece of cake but NOT.. Help please and thanks in advance.

The 2007 Camry manual I have has this on page 111. Either it failed testing or it hasn't been tested. Using LATCH in the center can endanger your child's life.

Thanks! No children in the house so not worried about the latch and its not in my 2009 manual at all. At least now I know what they are for.
