91 camry steering problem

My 91 camry when turning right or left is tight. New belt fluid is high and no leaks. could it be the axle? Thanks for any info.

The steering wheel is hard to turn in either direction. Any noise from the pump?

91 camry steering problem

I took it to a shop and they said it is the steering rack would cost $555.00 to fix. My question can one drive the car safely like this? Thanks.
