I have a 95 2.2. It started idling to high,about 1800. I checked the TPS & IAC and they are good. When I unplug the IAC the idle goes down briefly then gradually revs back up for about 3sec. then quickly drops back down over and over until I plug the IAC back in. This also happens when I put a jumper wire from TE1 to E1. I have looked for a vac. leak with no luck. No check eng. light. This problem just started and the engine has been surging while cruising for a while. I am running out of ideas any help would be appreciated. Thanks.

 

Not sure if I can help. I had a minor surging problem on another Toyota and spent a lot of time trying to trace. It was particularily noticable on cruise when steady state was the greatest. I however had no idle problems.TPS tested ok with ohmmeter but finally I replacedit and that cured the problem. Don't spend the money yet just on my experience but maybe you could get a used one or borrow a new to test if replacement will work.
