99 V6 no spark
We recently picked up a 99 Camry with the 3000 V6 for my 16 year old son to drive and it is not cooperating. Occasionally it will start, but more often that not we can not get it to fire. It is not getting spark. We have access to a running Camry as well so we have been swapping known good parts for all of the typical causes for such a thing. We swapped the cam position sensor and the three coils with no luck. I have been through the fuses a couple times. We checked all the grounds we could find. I checked to voltage to the coils and we are getting voltage, but not a lot. I don't remember exactly what I got, but it was no where near 12 volts. Should I expect 12 volts at the coils? Any other things I am missing here/
Cold start sensor on the fritz? I'd try opening a tube that connects directly to the inlet after the throttle, just to see if it's not an air starvation problem. If the car easily starts, your sparking might be okay. As to spark being a problem, a Camry expert and not a newbie "me

Brown wire at coils should be battery voltage. Check AM2 fuse which powers brown wires..
The other wire from the coil goes to the igniter. Igniter tends to work 100% or 0%.
Igniter connects to computer.
Igniter receives 12v from brown wire.

Where does the igniter live? I have done some searching and haven't found an answer yet. There doesn't seem to be a ton of good useful information out there on these cars. That.... or my google fu is just failing me.
Voltage at the coils and the AM2 fuse checks out. I checked the voltage using a ground directly to the battery as well as to as many grounds I could find just the be sure all the grounds were solid. I suppose this brings us to the exciter? I believe that I located it on the drivers' side fender.
