A/C air circulation/direction problem...

I've noticed condensation fog collecting on the outside of the front windshield with the A/C turned on. I can feel a little of the cold A/C air feeding through the defrost vents regardless what setting I have for the selection of the cabin fan air to blow. ( am I making sense on my description?)
it is a bit frustrating to have to use the wipers all morning on my early morning drive into work since the sun is not out yet to rid this frost problem on its own....
any thoughts on how to fix? is it an easy fix? I have the experience of removing the cabin fan and cleaning it of all the dust that built up due to the age of the car....I would hope removing the fan and looking in that hole space could lead me to fixing the problem easily, or is there alot more work involved?
