Did the engine ever run? Any repairs done prior to this problem?

Are you sure the 48 psi reading is accurate?

I put oil in the cylinder and got it to 87 psi, but I think it's still too low for combustion.

Around 100 psi is supposed to the minimum.

Make sure the EGR valve is not stuck open, no major intake air leaks, exhaust system not plugged as in converter. Is the fuel too old and bad?

It won't even start on starting fluid with fuel relay removed. No leaks or plugs either. EGR is closed.

What is the history of the car? Did the engine just quit one day and the car was parked. The low compression then found later but perhaps not related to why it quit.

Is the starter motor rotating the engine at normal RPM’s? Is the ign timing correct? Any trouble codes stored or pending including Toyota codes. A bad crank/cam sensor can cause starting issues.
