Default fan problem on 1999 CE

The cooling/heating fan only works when it's been set to the highest level/speed. There is no response when it is set to any other level. Anybody know what's wrong?
Any help would be appreciated

You need a new blower motor resistor. You can get it at the dealer and if you are mechanical at all, you can put it in yourself. It goes on the evaporator box under the glovebox. One or two screws, one plug - easy.
