Default Fuel coming back out while refueling

My dad and I just replaced the fuel neck on my 1995 camry. When I went to refuel, about a gallon would go in and the gas nozzle's autoshut-off would click, then gas would come pouring out. It was as if there was a slight pressure build up. Basically, I had to put a gallon in, stop fueling, wait a few seconds, and repeat....kind of like using a funnel. Evenutally, the fuel in the neck would go into the tank.

My question: what is causing the fuel to come back out. I doubt the gas neck is clogged. Further, could the vent be clogged? I haven't snaked them yet, but am planning to. Any help would be appreciated.

If the filler worked OK before replacement you may have a vent hose. The gas goes into the tank, the air coming out travels through a smaller hose the vents into upper part of the filler hose.

I didn't realize until know that is how the vent works. It was explained to me like pouring gas out of a can. If you plug the vent, it will struggle. If you release the vent, it will pour smooth. I guess the same process happens with the vent on the neck. I will investigate and let you all know. Thanks for the response.
