Radiator fans run constantly

I have a 96 Camry 2.2 L and the two electric fans are on constantly when the keys is turned to the "ON" position. This is happening whether the car is hot or cold. Has anyone else seen this?

Check the temp sensor switch on the bottom of the radiator and connection to it.

The temp switch is normally closed, if open or the plug is disconnected the fans will turn on.
