02 camry owner here. Does anyone know if the cooling fans should both engage at the same time or do they come on at different temps? It seems like my driver side fan never comes on. When i get the car up to operating temp and pop the hood, i only ever see the right side spinning, even with the a/c switched on. Bad motor perhaps?

 

Test fan motor with 12V.

Could be a bad fan circuit relay.

Find a wiring diagram as the circuit is complex with more then one relay.
