I know this is a Camry forum, but I'm having this same issue with a 2011 Rav4. No matter what scenario (passenger seat full/empty, seatbelt on/off) the following indicator lights are present.

SRS light ON
Passenger seatbelt light FLASHING
Passenger air bag OFF light on

Does anyone know what causes this problem, and what the solution is?

Thanks!

The passengers seat has a sensor to determine if there is someone sitting there. The sensor could be bad. If the sensor is bad the SRS may illuminate.

It is possible to read SRS codes using the ODBII system if having a code reader capable of this.

Thanks for the reply. I don't have and OBD2. I read the occupancy sensor needs to be calibrated ...Sounds like a trip to the dealer might be necessary.

kind of old but post but I will try in the hopes somebody can help. I have the same problem in my 2005 XLE. I took it to the dealer to zero it and it lasted 3 months. Took it back and they said it was the sensor inside the seat which involved tearing the seat apart and replacing the pad then re-zero it. I do not have the money to do this so I'm trying to find the sensor but no luck.
The OBDII will not read it you need dealership/Snap-on type scanner.

Which sensor, seat occupancy?

Do some research on the net. The sensor is available from the dealer ($$$) or used on epay ($).

The same sensor P/N fits many models and years.

The seat will need to be taken apart. Typically the dealer will only do a seat replacement not a repair.

Or find a used seat from a salvage yard, Craigslist parts car, etc,
