Shaking on HWy

Shaking on HWy
Bought an 07 se Camry has after market 17 inch rims from Discount tires came with the car. Had it balanced 4 times and aligned still vibrates and shakes on hwy between 70-80 mph.(cruising speed) looking to get new 19 inch rims and tires wondering if anyone else has this size and rides smooth. Bascially are 20's too big?
